COOLING, ISSUE-THE-INVITE, NO-REVIEWABLE-ARTIFACT-WITHOUT-A-HELD-SLOT, ROTATE-VECTOR-
BEFORE-CLOSING, INSTITUTIONAL-SCARCITY-POSTURE, GROUND-TRUTH-NOT-PERMISSION, DONT-SELL-
THE-DOWNSIDE, FOLLOW-UP-IS-NEW-FACTS, DECIDE-DONT-SOLICIT), expand the vocab + add
anchor phrases so gatekeeper/EA/scheduling/committee prompts route to outreach (not
the C,C collapse magnet's NO TEMPLATE), and refine the template to carry the posture.

Ships the guard in the same commit (repo CODE DEFINITION-OF-DONE ratchet):
tests/pmu-simulator/outreach-gatekeeper-playbook.test.mjs asserts all 10 rule keys
are present, the template survives, and gatekeeper/scheduling prompts classify to
outreach via routeToDomain.

Additive + reversible: no classifier code changed, only reef data + a new test.

THE-DOWNSIDE, FOLLOW-UP-IS-NEW-FACTS, DECIDE-DONT-SOLICIT), expand the vocab + add
anchor phrases so gatekeeper/EA/scheduling/committee prompts route to outreach (not
the C,C collapse magnet's NO TEMPLATE), and refine the template to carry the posture.

Ships the guard in the same commit (repo CODE DEFINITION-OF-DONE ratchet):
