test(pmu): the Terminal Gate as a scoreboard — 4 green, 4 explicitly owed

The Hardware-Grounded REPL end state encoded as a physical contract in the
test suite instead of prose: binary conditions, no percentage-as-done
(percentages are measured policy dials, never the gate). GREEN today:
write-lock binary gate + LLM-free receipt path · on-chip placement with
honest sensor labels · task-boundary kinetic halt · sealing machinery.
OWED as named test.todo experiments: cache-witness-correlates-with-
placement on named silicon (kperf/MSR) · streaming k_E time-series on the
tape · mid-stream generation halt (local-model scope first, honestly) ·
the single sealed third-party-verifiable receipt worded as the
measurement-only claim (WHERE it landed, never bug-free — Rice). A
condition flips green only when its mechanism runs.
