feat(pmu): word-blend boundary sweep on the tape — pinpoint where the flip happens

Interpolates REALITY word-by-word between two scenarios (intent + negative
fixed) and runs EVERY blend through the write-lock gate on the flight
tape — each step a pending→receipt pair the served instrument scrubs,
each receipt carrying ONE-PIPELINE walk provenance. Deterministic and
LLM-free end to end. MEASURED (faithful→sledgehammer, 11 steps, all
sensor:metal): graded pre-flip drift 27.1→35.9 while still IN_LANE ·
threshold flip at f=0.3 (drift crosses the 45% policy limit) · an honest
UNPLACEABLE abstention pinch at f=0.6 (|dI−dN| = 0.0028, inside the tie
band — the morph midpoint is measurably equidistant) · mode-B
catastrophe-proximity from f=0.7 · walk coverage sags 89%→46% across the
same span. The boundary is a BAND with an interior abstention zone, not a
cliff. Guard shipped same commit: endpoints anchored, flip strictly
interior, every step gated (filled receipts), identical verdict sequence
on a re-run.
