feat(license): agent-year unit + reef-epoch cap + standard-of-care benchmark, guarded

Ratify the pricing decisions and make them stick:
- Unit = raw per-agent-year throughput ($20/agent-year), scales with market
  at zero marginal cost. Attestation atom = per-write (every write has an
  intent+reality; log-derived, mildly ambiguous, acceptable).
- Cap = 10,000 attestations/agent-year = ONE REEF EPOCH, derived not chosen:
  144x144 = 20,736 cells, responsible fill <=70% (~14,500), 10k under it with
  headroom; the 'year' IS the reef-fill boundary.
- Benchmark: $20 / 10,000 = $0.002 per insurable decision. Written into
  LICENSE Part B (the legalese for checkout) as facts only — open-source,
  deployable today, rounding-error cost — and the case is NEVER named; the
  reader's own counsel reaches the verdict.
- Risk-transfer mechanics (resolving the 90/10 oddness): coverage-condition
  warranty (primary) + insurer-as-reseller-at-markup (channel) + premium
  credit. Recorded in docs/strategy/agent-year-license-and-risk-transfer.

Guard (same commit): tests/legal/license-benchmark-invariants.test.mjs pins
$20 / 10,000 / reef-epoch / $0.002 / cheap-available-working, forbids naming
the case or accusing negligence, and cross-checks the live checkout price.
