Operator: countable is better than decidable — more correct, more everyday-inarguable.
Retitle §A to "make it Countable" (keep decidability for the Rice/receipt lane where it
is the right word — countable is the insurance lane, not a synonym). New hard callout in
§G locks the chain the way we say it elsewhere: NOT COUNTABLE, NOT INSURABLE; NOT
INSURABLE, NOT DEPLOYABLE AT SCALE — scale is gated by whether a stranger can add up the
risk, not by capability. And the operator's clincher, reader-facing, in §F: "when is the
last time you did NOT have to micromanage it? — that pause is the measurement; an
ungrounded system makes YOU the sensor it does not have." MDX validates clean.
